Corporate Governance

    Colas Rail’s governance is organised as follows:
    A Chairman, Hervé Le Joliff, defines and ensures the implementation of the strategic orientations as well as the resulting objectives.
    3 Deputy Managing Directors are responsible for managing operations by region: France & Europe under the direction of Jean-François Milleron, international under the direction of Jérôme Bellemin and UK under the direction of Jean-Pierre Bertrand.
    A Deputy General Manager, Jean de La Chapelle, is in charge of operational support functions. The other support functions Safety & Security, Human Resources, Administration and Finance, Legal and Business Development are managed by sector Directors and report to the President.

    Hervé LE JOLIFF, graduated with a triple master’s degree in Engineering from Grenoble INP), Finance from Grenoble INP and in Accounting (DESCF), started his career in 1997 at Colas Rail as a Railway Tracks Project Manager.
    After 10 years of international career in Brazil and Venezuela, in 2008, he returned to France to take charge of the Urban Tracks and Catenary entities. In 2013, he became Deputy Managing Director in charge of MENA, South America and France for the Energy, Rail Systems and Urban Tracks activities.
    Finally, in 2017 he takes the International Deputy Managing Director position for three years before being appointed Chief Executive Officer of Colas Rail in January 2020, then Chairman in 2022.

    Deputy Managing Director France & Europe

    Engineer graduated from ESTP school, Jean-François spent 7 years for the first part of his career at COLAS in France in various operator positions in road construction. In 2004, he took over the management of GENIER-DEFORGE, the dismantling and asbestos removal subsidiary of COLAS; before being appointed in 2010, Director of the deconstruction and asbestos removal activities of COLAS in France.
    In 2014, he joined COLAS RAIL to take over the management of rail subsidiaries in several countries in Continental Europe and significantly develop organic and external growth.
    In 2020, he took over as head of the French General Management. Finally, in 2024 he takes over the management of Europe in addition to France.

    Jérôme Bellemin

    International Deputy Managing Director

    Graduated with a master's degree in Public Works from ESTP Paris, Jérôme Bellemin began his career at Colas Africa in 1995 as a civil engineer. He operates across the international scope of Colas, occupying various positions in Morocco and the Indian Ocean zone, in Mayotte, in La Reunion, then Colas Madagascar, where he was appointed Managing Director in 2008.
    He then became Regional Director of the Antilles Guyana zone in 2011, then he participated in the Copernic transformation project in 2014 before occupying his position as Director of the Asia Pacific zone at Colas Rail since 2017.

    Graduated from the Arts et Métiers Institute of Science & Technology in France, Jean-Pierre began his career in 1986 in international construction at Spie Batignolles.
    In 1992, he joined Technip for various missions in France and International in the oil & gas engineering sector.
    It was in 2007 that he joined Colas Rail, as Deputy Managing Director, following the acquisition of Spie Rail by Colas where he had held the position of Managing Director since 2005.
    In 2016, Jean-Pierre took over as CEO of Colas Rail in the United Kingdom in order to lead all the rail activities.

    Jean de la Chapelle hold a master’s degree in electronics and computer science and began his career in 1986 with Matra Transport. He will occupy various operational functions in France, the United-States and Taiwan and will lead the company’s ISO 9000 certification.
    Then, in 1998, he joined Alstom where he made a career for 19 years in various strategic and managerial positions in France and abroad.
    Jean joined Colas Rail in 2017 as France Deputy Managing Director, before being appointed Deputy Managing Director of OSF in January 2020.

    Carine Piquet

    QHSE Director

    Graduated of Centrale Supélec in automatic engineering, she spent 15 years with EDF's nuclear division, where she held a number of operational positions at the Cattenom and Cruas power plants. In 2010, she joined Orano as International Project Director for spent fuel recycling, notably in China. 
    Then in 2022, she became Health, Safety, Environment and Refurbishment Director at Orano Mining. 
    In March 2023, Carine joined Colas Rail as Quality, Health, Safety & Environment Director, and is also a member of the Executive Committee.

    Human Resources Director

    He holds a master's degree in human resources management from the IAE in Rennes, and joined Colas in 2009, following an end-of-studies internship at Colas Mayotte.
    He then moved on to various positions in human resources (HR) within the Colas Group, holding responsibilities both in France and internationally.
    In 2016, he joined Colas Rail as Head of Human Resources before being promoted to Director of Human Resources France in 2018. In 2022, he was appointed Deputy Director of Human Resources and also held the position of Director of International Human Resources.
    On 1 September 2023, he became Director of Human Resources and a member of the Colas Rail Executive Committee.

    Chief Financial Officer

    After graduating from EDHEC Business School in 1997 with a Master's degree in Management and Finance, he began his career at Colas as assistant to the Chief Financial Officer in the United States. He then held several positions in various American subsidiaries, including that of Administrative and Financial Director of the subsidiary in Alaska, Colaska.
    In 2004, he returned to France to become Project Manager at Aximum, before taking charge of the administrative integration of a group of newly-acquired subsidiaries.
    Between 2007 and 2009, he joined the internal control department at Colas, where he set up the Group's internal control system. 
    In 2010, he became Administrative Director for the Northern Europe zone.
    In 2017, Grégory joined Colas Rail as Chief Financial Officer.

    Legal and Compliance Director

    A lawyer by profession, with a postgraduate diploma in law (DESS) in 1998, he began his career as a lawyer, then as a parliamentary attaché before working in a law firm. After a spell as head of legal affairs in a banking institution, he joined Bouygues Construction, where he held the position of Deputy General Counsel France, International and Africa for the Public Works subsidiaries.
    Then, in 2017 he joined Colas, first as General Counsel of Colas Projects, then, in 2018, as General Counsel Major Projects & Financing of the Colas SA Group.
    Guillaume joined Colas Rail in 2021 as General Counsel & Compliance Director and also became a member of the Executive Committee.
